In recent years, we adhere to the main thread of “serving city and entering urban area”. Besides centering round agricultural efficiency increase and farmers’ income increase, we also stick to the strategy of balancing urban and rural development and the policy of “giving more, taking less and loosening control”, forge ahead with the construction of new countryside, readjust and optimize the agricultural industrial structure, speed up the construction of resource-saving, environment-friendly modern agriculture. As a result, the overall agricultural economic efficiency has been further advanced and there is also a noticeable enhancement of the agriculture’s function to serve cities. In 2004, Zhanggong District was the first to cancel agricultural tax in Jiangxi Province. In the first half of 2006, agricultural added value achieved 1.5598 billion Yuan, increased by 1.8% on annual basis; rural per capita cash income was 2,267 Yuan, increased by 10.17% on annual basis. Agriculture in the whole district is entering a new era of stable development.
一、Agricultural economic achievements during the 10th Five-Year Plan period
   1. Stable development of grain production and new breakthrough in industrial structure. Since 2004, promoted by a series of national preferential policies for agriculture, cropping area and output in our district has appeared on a driving and resumable rise. The grain output achieved 41,700 tons, increased by 10.88% compared with the year 2000 (the same below) and with an annual increase of 2.6%. The proportion of output value of crop farming reduced to 29.61% from 41.64% in 2000. And the proportion of animal husbandry increased to 51.48% from 46.67% in 2000. We have brought in more than 180 high-yield and high-quality varieties in rice, melon, vegetable, live pig and herbivore, with qualification rate being above 90%. The whole district owns 12 specialized households with their sized breeding place. The number of boars on hand is 1200 and the thoroughbred domestic birds on hand are 120,000, among which there are two breeding companies topped the entire city that integrate breeding, hatching and processing. The thoroughbred rate increased by 1.5% compared with the year 2000, with thoroughbred rate of sows being above 90%, and thoroughbred rate of boars being 100%, and the thoroughbred rate of domestic birds being above 90%. We also brought in advantageous varieties such as Pengze crucian carp, furcation tale fish, Aoni fish, etc. and the aquatic thoroughbred overage reached 82%. More than 40 new agricultural practical technologies are put into wide application with the application rate reaching higher than 85%. Benefited from the introduction and popularizing of efficient measures, the grain output achieved 1,750 thousand kilograms, meat output 375 thousand kilograms, egg output 40 thousand kilograms, and aquatic products 280 thousand kilograms, with agricultural value added up to 5.28 million Yuan. Large amount of green products are put onto the market and supply market with products of more varieties, higher quality and free of harm.
   2. Reasonable agriculture regional layout and noticeable industrialized agricultural patterns. First, there is a further development of farm products base of larger scale, more ecological ingredients and higher intensification. At present, the whole district has established 21 crop farming production bases, which are occupied mainly by high-efficiency economic crops, such as vegetables, taros, winkles, and catus, with a total area of 6,900 mu; 27 animal husbandry bases occupied mainly by live pigs and poultry breeding, with the number of 12.7 thousand and 2.47 million respectively. We also have 383 households who are specialized and good at this technology. Many industries have formed certain scale effects and become the leading industries that drive farmers to increase their income, such as vegetables and aquatic products in Shuidong and Shuixi areas, winkles Shuinan area, watermelons(sweet melons ) and live pigs in Shashi area, taros and featured breeding in Shahe area, fruit industry and domestic animals by lakeside area, etc. Second, flagship enterprises are coming into being, brand effects are appearing simultaneously and integrated management is beginning to show its advantage. There are altogether 31 flagship enterprises dealing farm product processing with annual output value being 3 billion Yuan in the entire district. Two of them are of province-level, another three of them are of city-level and still another 27 are of district-level. Well-known brand names are Gannan Fruit Industry, Huada Domestic Animal Industry, Ziyuan Vegetable Oil, Guandao Sauced Products, Niujiazhai Sauced Products, Gannan Hakkas Salted Duck, Babaocai Pickles, and so on. Agricultural product processing enterprises of city-level and district-level have invested a total amount of 815 million Yuan, and the annual output value has reached 631 million. In the meanwhile, they created an annual profit tax of 37 million Yuan, removed more than 2,000 surplus rural laborers and brought 16,630 households to become rich, and thus they became a gigantic driving force for our agricultural economic development. And for the increase of farmers’ income. Third, market distribution system is gradually improved, and rural cooperative economic organizations are in the ascendant. At present, we have preliminarily set up a relatively mature distribution system for farm products, which is made up of flagship processing enterprises, team of men of business and specialized wholesale market. Big- and medium-sized farm products sale markets, such as Lakeside Domestic Animals Big Market, Wulong Vegetable Wholesale Market, have reached an annual turnover of 138 million Yuan; there are also 13 rural cooperative economic organizations which are in charge of live pigs, vegetables, domestic animals and winkles, etc. with sale value of more than 1 million Yuan; 262 farmer entrepreneurs and influencing households of the industry took part in the market distribution, creating a total annual sale of 1.5886 billion Yuan, and driving 17,685 households to participate in market activities. This helped to quicken the distribution of farm products and promote the process of agricultural industrialization.
   3. Stable promotion of eco-agriculture and fast development of recycling economy. During 10th Five-Year Plan period, our district was put into the list of “overall demonstration country typical of invigorating agriculture through science and technology and sustainable development” by Ministry of Agriculture. Driven by the implementation of ecological environment plan and projects of small-size public facilities subsidies rural energy, we hastened the eco- agricultural model of “pig-marsh gas- vegetable (fish, fruit)” linked by wide application of marsh gas. In this way, we related rural energy construction to crop farming, breed aquatics and the construction of new modernized countryside, and formed an plausible ecological chain of “marsh gas driving industry and vice versa”. We expanded an area of 23.3 thousand mu of marsh gas-manured vegetables and 23.4 thousand mu of marsh gas-manured fruits, and thus explored a high-yield, high-income, cost-saving eco- agricultural development model. By way of wide use of marsh gas, we made farmers’ daily life and agricultural production steps into an integrated whole, reduced to an extreme limit the consumption of non-renewable resources, minimized the damage and harm of fertilizer, pesticide, industrial “three wastes” to the earth, the water, the air and the farm products, and reduced the production cost, improved quality of farm products and made the effect of ecological agriculture all the more noticeable. Rural energy construction such as marsh gas, solar energy, etc. has developed relatively fast and became a real link between agricultural and countryside economic developments and farmers’ getting rich. Within 5 years, we constructed 16 key marsh gas ecological demonstration villages, 5081 marsh gas ponds, 5 small-sized methane projects of 50-100 cubic meters, with capacity of 100 thousand cubic meters and production capacity of 27.37 million cubic meters, which is equal to the amount of firewood and grass of 50,000 mu of forests protected and cultivated by regularity, thus made an average increase revenues and cut expenditures of 1000 Yuan per capita in 5 years. Basically, we have achieved that “housing is cozy and clean, courtyard sale is highly efficient and the farm product are free of harm”, which effectively improved the production and living conditions in the countryside, saved labor and fertility and strongly boosted the sustainable development of agriculture in our district.
   4. Give full play to invigorating agriculture through science and technology and strengthen the ability to self-development. We have introduced and popularized agricultural technological knowledge in numerous effective methods, through many channels and on various levels. So far, we have set up 15 district-level training and practicing bases, such as Jibu Agricultural Technological Demonstration Park in Shashi area, Mazu Rock Green Vegetable Base in Shuidong area, and Fangying Domestic Animals, ltd by lakeside, Hongyong Farm Products Development ltd, Huada Industry ltd in Ganzhou area, etc. and 27 town-level training bases such as domestic animal breeding base in Hubian village of Hubian town, winkle planting base in Shuinan village of Shuinan town, featured breeding base in Aoxia village of Shahe town, together with training projects of “cross century young farmers technological training” and “knowledge and information project for farmers”, we put into practice the training for removing surplus rural laborers. To ensure the training effect, we well related classroom teaching and learning with practical teaching and learning, and linked basic knowledge with practical knowledge, and thus improved the laborers’ ability to become rich and their comprehensive quality. At the moment, rural laborers who have mastered 1 to 2 practical agricultural technologies have covered more than 60%. Farmers who learn science and technology, adopted effective methods and set out on a road to prosperity have also appeared continuously. The overall quality of farmers in science, technology and culture has been greatly enhanced.

二、Measures that are be taken during the 11th Five-Year Plan period

  1. Keeping on furthering the strategic readjustment of agricultural structures and increasing farmers' income
   (一) Pay adequate attention to the readjustment of inner structure of crop farming. On the presupposition of grain safety guarantee, we shall enlarge the planting area of economical crops, increase their proportion, such as peanuts and vegetables, and extract potentials for income increase in crop farming; readjust structures in poultry, domestic animals, fishing industries, speed up the development of animal husbandry, aquaculture, advance the construction of breeding communities, quicken the shift of ways of breeding domestic animals, readjust the structure of freshwater breed, increase the proportion of high-quality aquatic products, and foster new growth areas in the agricultural economy.
   (二)Readjust and optimize regional layout and give prominence to local features. We shall draw up a set of supporting measures, adopt project-driving method, and concentrate on fostering key enterprises, form strips and districts where advantageous industries gather together, mobilize scaled production, standardized management, specialized service and industrialized operation.
   (三)Bring into full play the government's regulation of, guidance to and service for the readjustment of agricultural structure. On the precondition of respecting fully the farmers' decision-making power towards their own business, the government should give full play to farmers' initiative and creativity by way of typical example, encouragement by able person, persuasion education and interest guiding, readjust production structure, organize production and operation in accordance with market demand, and at the same time pay adequate attention to the construction of agricultural technological demonstration park, and build it into a main showcase to guide farmers to readjust industrial structure.
   2. Spare no efforts to invigorate agriculture through science and technology, and enhance the level of agricultural modernization.
   (一)Strengthen the building of scientific and technological ability for innovation, put into full play the function of agricultural science and research institutions, further the cooperation with colleges, universities, agricultural science and research institutions in and out of our province and establish science and technology collaboration net so as to jointly tackle technical difficulties and key technologies concerning the production, storage and processing of farm products.
   (二) Encourage agricultural flagship enterprises to establish science and technology institutions, to develop new products and to turn new technologies into mass production. Promote actively the assembling of advanced and practical techniques and set up standardized production model.
   (三)Carry out seed project, domestic animal thoroughbred project and aquatic thoroughbred project. Devote major efforts to bringing in and introducing new varieties, and setting up and amplifying thoroughbred supply and popularization system and its corresponding management system of breed industry. Establish system of publication of new technologies and new varieties, and popularize with plan a group of leading variety and new techniques every year.
   (四)Reform agricultural technological carders in accordance with the principle of “strengthening non-profit, loosening management”, and develop energetically a trinity of “specialized agricultural technology station + agricultural technological demonstration base + specialized cooperative economic organization” as a model to recommend and popularize agricultural technologies. Intensify the training for practical agricultural technologies, and construct a group of agricultural technological demonstration bases. We aim to increase the contribution rate of agricultural technological up to 60% and let agricultural development go on the track of depending on scientific and technological progress and on improving the quality of workforce.
   3. Develop and expand economy centering on leading industries, and advance the process of agricultural industrialization
   (一)Adhering to the principle of “supporting the superior, the strong and the big” and the principle of “supporting those who have larger driving ability”, we will give aid to large- and medium-size key enterprises with high starting point, large scale, strong driving force. By way of inviting investments and policy guidance, we will support and develop a group of flagship enterprises which have close relations to the leading industries. We will also support flagship enterprises to advance deep processing of farm products, lengthen the industrial chains, and guide them to set up in various ways the interest linking mechanism of shouldering risks and sharing benefits together with the farmers.
   (二)Unbalanced developing strategies were carried out as more attention was focus on the predominated area with a good foundation. The production bases of vegetable, livestock and fowl were planed to be specialized and the scale to be expanded. The government planed to modify the demonstration industrial town which would drive the industrial belt’s development. Meanwhile, the professional leading group in industrialization was being formed.
   (三)The agricultural brand building especially in vegetable and livestock were completed. The companies whose productions have regional characters as well as well-known brands were encouraged to register geographical logo. Mandatory local product standard were formulated later.
   (四)More polices were drafted to support the spearhead enterprises in agricultural industrialization and preferential polices were formed in future. For example, try to gain the support from the state-owned business banks and Village Credit Cooperatives for the development of the agricultural enterprises with much more bank loans
   4. Strengthen the marketlization, information and standardization services as well as improve the efficiency of market operation
   (一)The system of agricultural products market was completed. The government tried to accelerate the infrastructural construction of market in frozen, refrigerated storage, transportation, information and develop national market of selling agricultural products especially in the Yangtze River, Pearl River and Ming River Delta region. Now the study of developing foreign agricultural product market came to exploit the international market with international trade regulation in order to expand the export of agricultural products. Gradually the rational distribution market net of agricultural products were established with advanced circulation style such as agricultural product wholesale, chain-like management and logistical rationing in electrical business.
   (二)The establishment of web information in agriculture was strengthened. The government strengthens the management of Zhanggong District Agriculture Information Net, the showcase where people access to the district, through adding more valuable information on time, especially in the columns, Information on Agricultural Science and Technology and Pest Forecast. We have to take the advantage of information web in production. Furthermore, we had completed the system of scientific information and service to establish a stable net in agricultural science and technology with the regulation of collecting, analyzing, arranging and publishing information on time. We supplied agriculture science and technology information, management information as well as information from the agriculture product market. The spearhead enterprises were encouraged to establish their own web to fulfill the information system.
   (三)The construction of guarantee system for the quality and safety of agricultural product was strengthened. We tried to promote the agriculture standardization of the environment of the production, the regulation of production technology, the quality and safety of the products, package logo and freight as well as the supervision and inspection method. The establishment of a couple of model industrial towns with high-quality agricultural products aimed to let the spearhead enterprises to play the leading role of accelerating the process of agricultural standardization as the amount of the high quality product accounted for more than 50% of the total production. The district inspectional center had been established to ensure the quality and safety of agricultural products. The quality authentication on safe agricultural system had been established. At the same time, the authentication management of nuisance-free agricultural products, green food and organic food was carried out. The government encouraged the spearhead enterprises to get the certification of GAP、HACCP、ISO90001 Quality Management System in order to improve agricultural products quality and safety.
  
   5. The infrastructural construction and ecological environment protection system of agriculture are to be accelerated to promote the sustainable development
   (一)Established a Green Ecological Zhanggong District. The environment was protected well to boost green industries develop. In order to solve the major problems in agricultural ecological environment, we correctly handled the relationship between the exploitation of natural resources and ecological environment protection. Agricultural and rural recycling economy has been established. We pursued the efficient way to protect and make proper use of agricultural resource in order to integrate the agricultural production, economic development and ecological environmental harness and protection. We tried to popularize the green technology and cultivate the green backbone industries. The establishment of a base of green agricultural production and ecological pasturage breeding was accelerated.
   (二)Government put forward the strategy to develop eco-agriculture and explore rural energy, such as methane, solar energy. The methane produced from the domestic animals' feces could generate electricity, so we integrated the construction of methane equipment with the re-construction of rural toilet, fence and aqueduct. The equipment generating methane had been installed in large and medium-sized livestock and poultry farms. Some households in the district have been equipped with water heaters using solar energy. The other non-polluted energy were introduced in the district. The sewage purification technology was promoted in urban to raise the citizens’ living environmental quality. Meanwhile, farmer’s living and producing style was changed dramatically. According to the principles of "raise awareness of supervision according to law, increase investment, both prevention and harness", we paid close attention to the prevention of agricultural pollution, reducing the residue amount of fertilizer and pesticide in the soil. The application of Biological fertilizer and pesticide were expanded. Farmers were encouraged to use the fertilizer and pesticide scientifically. It is better to use the efficiency, low toxicity and low-residue pesticides. Integrated pest management was promoted to the farmer. On the one hand, we worked hard to reduce the polluted area. On the other hand, we tried to establish the efficient system of environmental protection and ecological construction. Much more attention was paid to perfect the policy of green agricultural development. The popular propaganda of green agriculture was emphasized to drive people’s awareness to increase the investment of the ecological environment’s protection. We both utilized and protected the natural resource to promote the sustainable development.
   6. Support the development of rural co-operation economy organizations and improve the degree of organization.
   (一)Government provides guidelines. We had perfect the policy and provide guidelines , which are according to the real condition, to the rural co-operation economy organizations. Practical rules were ratified to accelerate the completion of all kinds of laws. Multi-level, multi-channel, multi-form training were carried out to train a number of backbones who have the ideas of team-work, management in the rural co-operation economy organizations and enterprises. A number of organizations which have larger scale and good prospects, stimulating farmers to join in, were selected to receive the guidelines priority. There are four key district-level demonstrate organizations. We had summarized their successful ideas and methods, which were introduced to the other organizations in the district. All the organizations became more sophisticated and the scale was expanded.
   (二)Government support. According to the principles of non-intervention and service without arrangement, the government took effective measures to support the development of rural cooperative economic organizations. Governmental officers at all levels were organized to learn co-operate organizational theory. They studied the developmental regulation and mode in practical exercise and tried to integrate the construction of co-operate economic organization and CPC primary organization as well as the farmers’ autonomous organization. The government constituted policy to support the rural cooperative economic organizations, creating a favorable atmosphere and environment for the organization’s development.
   (三)Co-operate organization principle of “farmer manage and farmer benefit”. The farmers can establish all kinds of cooperation freely, such as labor, capital, technology and market. Efforts must be paid to the implementation of democratic decision-making, management and supervision. Domestic service was not for profit. The members in the organizations enjoyed the economic benefit as a result of the organization’s effective service, which is impossible achieved by the private organization. Rural cooperatives effectively accelerated the entry of agricultural products into the market, which can help rural households’ better combat natural and market risks
   (四)Development priors to standard. Variety kinds of organization were encouraged to develop at the same time. The rural co-operation economy organizations developed according to the local conditions, the multi-field, multi-form and multi-level. They were encouraged to develop first and then obeyed the standard which was formed later, as long as the farmers enjoy the benefits. Regulations were planed to built up gradually. We broadened the scope of services and enhance service functions, upgraded the capacity of self-development and market competitiveness.
   7. Promote the project of educating farmers to improve the their overall quality
   (一)Strengthened the training system. A key training center of practical skills in agriculture combined with the leading product was built. On the one hand, the facilities was completed with distance education net, a training base and the other resource from the society. On the other hand, more teachers joined the faculty team and their teaching level was improved through varieties of training method. Some scientist and professor played the role of teacher to educate the farmers in each county. More text books on leading industrial and regional characteristic industrial such as vegetable, pig, livestock and fowl, flower and plant have been edited by professors. A couple of key practical skills were included in the books.
   (二)Highlighted the key training while the rest divided into classification. We paid more attention to the skill-training on leading industry and others industry with character, market and scale. Trainee included farmers who are good at certain skill and the academic leaders in rural corporate organization and the graduating students from high and senior school. The young who would not pursue further education were trained to master one or two practical skills. The training process was divided into initial training and system training according to the production schedule.
   (三)Strengthen the training of skills for work to create labor brand. The training was market-oriented with the service system connected the training center to enterprises which need the trainees. In order to improve the local presents’ competitiveness in labor market, we paid more attention to the training system. As a result, the labor market turned from disorder to order, short-term relationship to long-term relationship so that labor economy became the backbone of the rural economic development. 
8. Complete and perfect the agricultural investment and insurance mechanism to ensure the stable and healthy development in agriculture.
   (一) Increase the policy and financial support. The increase of investment given by the government to agriculture was not less than the government’s yearly increase revenue. The government paid much more attention to agriculture, country and farmer and raised the overall efficiency of agriculture and peasant incomes as a key to really improve the level of agricultural and rural infrastructural construction. Government funds played the guiding role on expanding the investment field as well as the sources of inputs to form the steady growth of diversified agriculture system. Further improvement was carried out in the management system of financial funds to support agriculture. Misappropriate use of fund and destruction of infrastructure projects is forbidden. We improved the efficiency of using the funds to ensure the implementation of key agricultural projects. Agriculture is the national basic industry, so we strengthened its function through appropriate guiding and support with agricultural insurance system. Certain policies and fund were supported to the system to reduce the risk of agriculture. They are the guarantee of increasing farmers’ incomes.
   (二)Carry out strategies which are leading by the projects.. The central government and provincial government make decisions according to the 11th Five-Year Plan period. As a result, the district government is striving to gain the investment and financial support from provincial government and central government on certain projects according to the study of key agricultural projects in the 11th Five-Year Plan period. The construction of animal disease prevention system on basis-level and aquatic animal disease prevention system on county level will be boosted. These projects will improve the level of agricultural industrialization so that the district will develop much faster.
   (三)Attract more foreign agriculture investment. The government formulates preferential policies to attract foreign investments and raise people’s awareness of business with foreign trade, then propose solutions to the problem of land using and encourage private investment and foreign investment put in agricultural development by making full use of the environmental advantage and resource advantage. We will organize teams to carry out investment promotion in certain cities as well as follow-up service.
